The Rural Service Delivery Project – Phase 2 (RSDP-2) is implemented by the PNG Government through the Department of Provincial and Local Government Affairs (DPLGA), with financing from the World Bank.
What the project is working towards
Phase 2 aims to improve access to resilient basic infrastructure and services and strengthen participatory local governance in participating provinces, including those affected by violence.
Community-driven development
Communities help identify their priorities, take part in planning and participate in implementation. This approach places local knowledge and ownership at the centre of service delivery.
A programme built over time
The programme began with a pilot in Central and Western provinces from 2013 to 2017. RSDP 1 expanded the approach across five provinces from 2018 to 2025. RSDP 2 is planned for 2026–2033, with planned coverage of 12 provinces, 24 districts and 48 local-level governments.
Working together
DPLGA oversees the project through the Project Management Unit. Provincial Project Offices and local-level government teams support delivery with wards and communities. Partnership arrangements link the national, provincial, district and local levels.
