The programme began with the Rural Service Delivery and Local Governance Project in Central and Western provinces between 2013 and 2017.

RSDP 1 followed from 2018 to 2025, expanding to five provinces and 20 local-level governments. Earlier programme work includes education, health, water, shared infrastructure and livelihood activities.

RSDP 2 is planned for 2026–2033, with coverage of 12 provinces, 24 districts and 48 local-level governments. This planned expansion builds on the experience of the earlier phases.
